Our\r\nmodel accounts for the interplay between the two\r\nstages commonly encountered in real-life partici-\r\npatory budgeting. In the first stage participants pro-\r\npose projects to be shortlisted, while in the second\r\nstage they vote on which of the shortlisted projects\r\nshould be funded. Prior work of a formal nature has\r\nfocused on analysing the second stage only. We in-\r\ntroduce several shortlisting rules for the first stage\r\nand analyse them in both normative and algorith-\r\nmic terms. Our main focus is on the incentives of\r\nparticipants to engage in strategic behaviour during\r\nthe first stage, in which they need to reason about\r\nhow their proposals will impact the range of strate-\r\ngies available to everyone in the second stage.","doi":"10.24963/ijcai.2021/52","url":"https://ijcai.org/proceedings/2021/52","pdf":"https://ijcai.org/proceedings/2021/0052.pdf","markdown":"https://ijcai.org/proceedings/2021/52.md","bibtex":"https://ijcai.org/proceedings/2021/bibtex/52","volume":{"slug":"2021","title":"Proceedings of the Thirtieth International Joint Conference on Artificial Intelligence","short_title":"IJCAI 2021","url":"https://ijcai.org/proceedings/2021/","year":2021,"location":"Montreal","dates":"19-27 August 2021","editors":"Prof. Zhi-Hua Zhou","isbn":"978-0-9992411-9-6","publisher":"International Joint Conferences on Artificial Intelligence Organization","doi_prefix":"10.24963/ijcai.2021"},"section":"Agent-based and Multi-agent Systems","track":"Main Track","number":52,"pages":{"first":370,"last":376},"keywords":["Agent-based and Multi-agent Systems: Computational Social Choice","Agent-based and Multi-agent Systems: Voting"],"videos":[],"references":[],"license_note":"Copyright International Joint Conferences on Artificial Intelligence."}
